NOTICE
On several instances this spring we have had
problems with Spring Break and Prom parties.
These parties have been extremely disruptive
to the peace and order of the Island. In one
incident 4 properties were involved and 20+
young people were seen leaving a rental
property the next morning. These parties
have required that Security bring in extra
personnel to control the situations. In some
instances it has been necessary to call in
the Beaufort County Sheriff Deputies to
control underage drinking and drug use.
In the future, if such incidents require the
presence of additional security personnel to
insure the peace and order of the Island,
the properties that are identified as being
used for these functions will be directly
billed for the cost of the additional
security. At overtime rates plus FICA and
other payroll taxes this will amount to
approximately $18 per hour for each
additional security person required.

Please welcome officers Prentice Moultrie

the Security Department. Prentice and
Jermaine will be working predominantly on
the 11:00 P.M. to 7:00 A.M. shift. Please
stop by the gatehouse and introduce
yourself.
October 2, 2007, Officer Antoinette Bryan,
was admitted to MUSC where she was induced
into labor; at approximately 5:00 P.M.
Derrick Simmons Jr. joined us here in South
Carolina. Derrick weighs in as a Light Heavy
Weight at 8 lbs. 11oz. and sports a full
head of hair. It has been reported that
mother and child are doing great.
If you would like to send Antionette your
best wishes please drop off a card at the
HIOA office or HIOA office mail box or drop
box and I will ensure that they are
forwarded to our new mother. Antionette will
not be back to Harbor Island until late
November, so dropping a card would be the
quickest way to send congratulations.

It is important that we all understand the
role of the Security Division on Harbor
Island. You deserve to know why we do
certain things and why we cannot perform
some other tasks or services.
Our primary responsibilities on the Island
are:

To permit entrance only to those people
who legitimately have a reason to be on
the Island.
-
To provide regular patrolling of the
Island, observe the premises and enforce
HIOA Rules and relevant sections of the
Covenants and County, State and Federal
laws.

To inspect the HIOA common property and
property of owners who request it on a
regular basis.
-
To assist law enforcement, fire
department, EMS or other emergency
services by providing notification,
escort and/or observation as requested.
-
To provide courteous and helpful
information to everyone on the Island by
listening to their questions and/or
concerns, providing an answer if
applicable or directing them to the
appropriate person(s) or service that
can assist them.
We cannot provide assistance that other
businesses or services are responsible for
performing, i.e. rental agencies, mail or
delivery services, storage units, banks,
safety deposit boxes, answering services,
plumbers, electricians, locksmiths, etc. In
addition to not being our role, performing
tasks of this nature can present an enormous
liability to the HIOA.
Please assist us by permitting the Security
Officers to do their job. In some instances,
you may be delayed a very short time in
order to ensure the correct procedure is
being followed, so we can provide the
service that you deserve. Hopefully, any
delay will be the exception.

about the Security Division, please contact

Effective January 2002, The HIOA no longer
permits owners to have a permanent entry or
guest list.
It has been used in the past, but it was
discovered that it is very difficult to
provide the type of security and protection
that is required on the Island while trying
to maintain such a list.
If you would like someone to be admitted to
the Island, please do one of the following:
A) Call the Gatehouse (843) 838-4890 each
time
B) Send a signed fax (843) 838-7636
C) Send a signed letter with the person
visiting your residence, stating the
inclusive dates your
guest will be staying.
Security will honor your call, letter or
fax, and make a copy of the guest's driver's
license.
This may take an extra minute, but it will
provide you with the security that you
deserve on the Island.
Your cooperation in this matter is greatly
appreciated.

Notice to Rental Service
Providers |
In order to ensure that the Harbor Island
Security Staff provides the required
services to the homeowners and your clients,
the following procedures must be strictly
followed:
All rental agents or any party providing
rental services to clients on Harbor Island
must purchase an annual commercial decal for
their vehicle and have it permanently
applied, or purchase a daily pass to come
onto the Island. This includes cleaning
staff and repair personnel. Harbor Island
Security Staff will not provide services
that would normally be provided by a Rental
Agent. Security will assist the client by
providing the phone number to call in order
to obtain assistance. Please provide the
Security Chief with the phone numbers that
you would like Security to provide to your
clients. It is very important that you
provide all the numbers that would need to
be called and state the purpose for calling
each number. It is also important that you
place the numbers in the order you want them
called. Security will not hold keys for
anyone. It is not a normal security practice
to hold keys and can lead to serious
liability concerns for the HIOA and
individual staff members.

Harbor Island Bridge
Construction - NEWS |
Please refer to the Board Minutes for all
other Bridge related news.
A few weeks have passed since bridge
construction has commenced, during this time
I have maintained close communications with
those individuals who have engineered,
planned, and are in the process of
constructing our new bridges; based on our
recent communiqué the following trends have
been noticed regarding bridge construction.
a. When the concrete barricades were placed
on the temporary bridge structure visibility
across the bridge was severely diminished.
Due to this condition it has been recognized
that a traffic control safety issue exists,
and that a immediate solution was required.
Based on a coordinated effort to identify
and research options to increase safety on
the temporary bridges a decision to install
temporary traffic control lights at each end
of the bridge was adopted; these lights have
been installed and are working perfectly.
The traffic lights that have been installed
exhibit the same characteristics as the
traffic lights that Harbor Island residents
are familiar with when they commute to and
around the City of Beaufort, please respect
the fact that these lights have been
installed here at Harbor Island for your
safety as well as the safety of your friends
and neighbors.
b. The traffic lights have been programmed
to change from red to green at a pre-
determined interval, the maximum delay that
any motorist will experience regardless of
their direction of traffic is two minutes
and thirteen seconds as currently set.
This delay time was chosen based on the
length of the bridge and the 5 MPH speed
Limit.
Provided that motorists following the 5 MPH
speed limit it has been calculated that It
will take them approximately forty seconds
to clear the bridge completely, this will
allow five to six cars to proceed on their
green light before receiving a yellow and
then red light.
The traffic light has been programmed to
know how long it takes for a vehicle to
cross the bridge, once the red light flashes
on there will be a forty second delay for
the light on the other side of the bridge to
turn green, this delay ensures that all the
vehicles that are currently engaged in
crossing the bridge clear the other side
before oncoming traffic is allowed to
proceed.
c. It is understandable, even predictable to
expected some level of frustration from
motorists when confronted with a perceived
inconvenience such as a new traffic light,
unfamiliar traffic light or even a traffic
light that appears to be malfunctioning or
out of adjustment. It is the intent of the
HIOA that this information helps to reduce
that level of frustration. Please understand
that the security department has been tasked
by the Board of Directors with the
responsibilities of ensuring the safety of
everyone who travels on Harbor Island roads
and bridges, this responsibility is taken
very seriously. The following citations can
and will be issued to motorists who do not
complying with the posted signs, traffic
signal, and verbal instructions associated
with highway regulations at Harbor Island
and in specific the temporary bridge and
bridge construction areas:
1. HIOA Rule Number 12, First and Subsequent
Offenses “Violating the mandates of any
posted sign on the island is prohibited”
$50.00 per incident.
2. HIOA Rule Number 6, First and Subsequent
Offenses “Driving in a careless or
reckless manner, or while under the
influence of alcohol or illegal drugs is
prohibited”. $250.00 per incident
Any individuals who act irresponsibly and
through there negligent behavior places
another person at risk will face the
strongest penalties that can be levied by
the HIOA Board of Directors.
e. Most Harbor Island residents by now have
noticed how narrow the temporary bridge is,
and how congested and dangerous the bridge
work site is. Based on the physical
condition of the entire Job site and
temporary bridge area it is requested by the
Harbor Island Owners Association, that
bridge traffic be limited to motorized
vehicles, this does include golf carts, and
that all pedestrian, and bicycle traffic be
prohibited. This decision has been made to
protect all Harbor Island residents, and to
ensure the safety of all other individuals
who use the bridges.
f. There will be signs posted at both sides
of the bridge stating that this is a
dangerous construction area and narrow
bridge and that pedestrian and bicycle
traffic is prohibited. Those individuals who
choose to ignore the warnings, proceed at
there own risk.
g. The bridge job site has many features
that are designed to create a safe
environment for workers and anyone who may
find themselves near a construction job
site. When approaching the Harbor Island
Bridge construction job site you will see;
yellow and black barrier tape, orange
traffic cones, orange construction site
barrier fence, and warning signs, these
should not be ignored, The job site should
be considered off limits during working
hours, non working hours, twenty-four hours
a day, seven days a week.
October 9, 2007 - The first bridge on
Harbor Drive is being removed this week and
the one lane temporary bridge is now the
only means of access. A signal light has
been installed at both ends of the bridge to
ensure safe passage, please be patient as
the lights are operated by a sensor and
timer. Again, please remember that this is a
construction site, do not try to access the
area after work hours and obey all signs.
The water lines under the Harbor Drive
Bridge will be moved Tuesday, October 2,
2007. This move necessitates a disruption of
water service from 9:00 pm to 6:00 am
Wednesday morning. Harbour Key and Ocean
Marsh will not be affected.
